Business Intelligence is a set of tools and processes to generate actionable and intelligence information. BI has many components and Data Warehouse is one of them.
Business Intelligence end-to-end framework includes, source systems, staging areas, data warehouse, OLAP, end-user tools etc ..A Data Warehouse is the core component to have a robust and sustainable BI platform. However, technically speaking BI can happen without Data Warehouse. For example you have data integration tools which pick up the data and directly feed them in OLAP (Refer Data Warehouse vs. OLAP).
In general terms Data Warehouse is used synonymous to Business Intelligence, as it is its core enablers. At the same time having a robust Data Warehouse platform is not a surety of a successful BI.
